When they are over-cooked and repulsive - בשליקתא ומאיסתא

Summary:
The היתר of שליקתא ומאיסתא is only if the תרומה טמאה was already מאיסתא, however initially if it is not מאיסתא one may not make it מאיסתא in order to derive benefit from it by burning it as fuel.

Summary:
גידולי תרומה are תרומה. It is not worthwhile to plant תרומה טמאה in order to have תרומה טהורה. Similarly it is not worth to sell גידולי תרומה to a נכרי. The גידולי תרומה (even though they are תרומה מדרבנן) are (nevertheless) מחוייב in לקט שכחה ופאה.
